Experts from 30 countries affected by the curse of terrorism and international organizations shared their experiences and best practices in the state’s task of supporting and assisting victims of terrorism.
Among the participants, there was the noteworthy the presence of the Spanish minister of Foreign Affairs and Cooperation, José Manuel García-Margallo, and of the Interior, Jorge Fernández Díaz, the Special Reporter on the promotion and protection of human rights and fundamental freedoms while countering terrorism, Ben Emmerson, and the Undersecretary of State for Civil Security, Democracy and Human Rights from the U.S.A., María Otero. The Secretary of State for Security of the Ministry of the Interior, Ignacio Ulloa, was also present, along with the Subsecretary of the Ministry of Foreign Affairs and Cooperation, Rafael Mendívil, the General Director of Support for Victims of Terrorism, Sonia Ramos, and Ana Vidal Abarca, a victim of ETA, were also present. By choosing Madrid as the host city for this meeting, the Global Forum against Terrorism acknowledged the experience and leadership of Spain in treating terrorist victims and its committed participation in the fight against this curse.
